However, though rather less common, it is important to recognise that disturbance can also be introduced into the policy space from the top down, through the launch of new policy initiatives, thus changing the limits of quietude and disturbance in the policy space. Policy initiatives can change the goals of foreign policy, requiring the foreign policy process to respond to a different set of demands and aspirations. Such top-down change can occur as a response to events in world politics (such as when the end of the Cold War changed the foreign policy aspirations of most states around the world), or it can occur independently of events, in response to a change in government or an evolution in the thinking of an incumbent minister.
